A consent to travel letter is a letter that shows that children have permission to travel abroad from parents or guardians who are not accompanying them. This letter may be requested by border authorities when entering or leaving a country.
Many countries, including Canada now recommend that children under the age of majority (under 18) carry a consent to travel letter when travelling without one or both parents. The government strongly advises that this letter be witnessed by a notary public, as border officials are less likely to question the authenticity of such a letter.
For a notary public to notarize your signature, you must sign it in front of the notary. So, it is best to wait until the notary tells you that you can sign.
